There are several reasons for this belief. One is the formation of microscopic rocks on the surface, which is usually an indicator. There are also grooves on the planets surface that appear to be dried up river beds. Also, the planet used to be much warmer. There are polar ice caps just like on Earth. It is believed there is enough ice in these caps to cover the entire planet of Mars in 11 meters of water if they were to be melted.

Scientests discovered elements and formations on the surface of mars pointing to a simple awnser, that at one point there was flowing liquid water on the surface of mars. there is water on mars, but it is all frozen in the dirt or frozen at the ice caps of mars.

Mainly because they have found dried up channels and riverbeds that look like they were formed by water as well as the discovery of a mineral on the surface that only forms in the presence of liquid water.
