Because when slogans are inserted into text, they're usually quotes. Every time that you see a slogan in text, the author is quoting the company who the slogan belongs to.

Example: That Gillette razor? It's "the best a man can get!"

The quotations are used because the speaker is quoting a commercial he saw, print he saw on a box, or what someone else said.
