Bad brake switch
The '84 and '86 are the same. If you have the carb. version, why not. It's a manual cruise.
No, the license plate light is wired in with the rear tail lights, not the brake lights.

Low brake fluid level or Parking brake not released completely
To change the brake light switch on a 1986 Honda Civic, first, disconnect the negative battery terminal to ensure safety. Locate the brake light switch, which is typically mounted above the brake pedal; remove the wiring connector from the switch. Unscrew the old switch from its mounting location and install the new switch in the same position, then reconnect the wiring. Finally, test the brake lights before reattaching the battery terminal.
At the top of the brake pedal there is a little plastic piece that pushes the switch to turn the brake lights off after the pedal is released. The plastic piece has a tendenacy to fall apart after a period of time. I fixed mine with by replacing it with a 20 cent medal bolt.
Replace Alternator
Check the fuse, check the bulbs and check the brake light switch.
You will need to remove the tire and wheel from your 1986 Honda Accord. Remove the brake caliper and the brake spring. The disk brakes will come off. Reverse the process to install the new front disc brakes.
Start with the light sensor on the brake pedal arm.
My '88 Prelude Si 4WS had a short in the steering column. My "guys" pulled wires to a toggle switch that they free-placed in the coin tray. It gets hot . . . But, the running lights/brake lights work independently of the headlights!
