One criterion of fluency is the ability to think or communicate in a language without first translating it to one's dominant language. People fluent in foreign languages are actually able to think in the foreign language in which they are fluent, but it takes years and a lot of practice to be able to train the mind not to use the linguistic pathways you've been using since you could speak.

We typically think in our mother tongue because it is the language we are most familiar with and that our brains are most accustomed to using for processing thoughts and information. It is the primary language in which we have learned to express ourselves, so it becomes the default mode for internal dialogue.
