Becouse whater is smoother than earth and its friction is smaller. As the air experiments less friction it accelerates to a greater speed.Then, Coriolis force is greater as the speed increases and the wind change its direction to the left if it moves from N to S or to the right if it moves from S to N, for example. When the wind reaches the earth surface it decreases and its direction is again the initial. :)
