Unfortunately even quite loose goggles can cause this kind of headache Also, a recent study has shown that swim goggles raise intraocular pressure---with the potential to cause eye-pain related headache. This might be the mechanism of the headache above, but you could check with divers type goggles which cover both eyes, as they seem not to raise intraocular pressure.
