On a 1999 Subaru Legacy, the radiator drain plug is typically located at the bottom of the radiator, on the passenger side. It is usually a plastic or metal valve that can be unscrewed or pulled to allow coolant to drain from the radiator. It's important to ensure the engine is cool and to have a container ready to catch the draining coolant. Always refer to the owner's manual for specific instructions and safety precautions.

To replace the heater core in a 1999 Subaru Legacy, start by disconnecting the battery and draining the coolant. Remove the dashboard and center console to access the heater core, then disconnect the hoses and any mounting screws. Install the new heater core by reversing the disassembly process, ensuring all connections are secure. Finally, refill the coolant and check for leaks before reattaching the battery and testing the heating system.
The starter is interchangable between all 1990-1994 Legacies and maybe even up to 1999.
There is no washer relay.

You should not need to bleed coolant. Ever. If the coolant is filling up on its own the stuff in there is not coolant and you have a big problem.
I just purchased new catalytic converters for my 1999 Subaru Legacy Outback. There are three ports for oxygen sensors. They appear to be on the top of the converters.
