Because the ocean is salty. The process of osmosis pulls water into a cell when the concentration of water in the surrounding environment is higher than that of the cell, and vice versa if the concentration is lower. Pure water is "hypotonic" that is, more concentrated to our skin cells, causing them to swell up and prune. Salt water is either "isotonic" (same concentration) or "hypertonic" (less concentration) which leads to relatively no change in skin cell size, thus no pruning.
