figured it out on my own since no one here was able to help. the pulse board(circuit board bolted directly onto the wiper moter) has an internal relay that is sticking. i replaced the circuit board.
That is were all your gauges and lights that come on when you turn the key on is. You look at it all the time to see how fast you are going.

The manual windshield wiper was patented in 1905. The first wipers were mechanically operated by hand. Automatic wipers were invented in 1921. Wipers were standard on all cars by 1916.

If the windshield wipers work when pushing the lever down but not when they are turned on all the time, the problem could be in the wiper motor relay switch. There are two different relay switches for the windshield wipers, so that if the one fails a person can still clear the windshield manually.

You have a problem with the stepper motor gauge that Chevy used in the 02-06? Avalanche. All the gauges use the same stepper motor. They just go wonky and do all kinds of weird things. I have replaced two on mine already and two more are now acting up. There is a guy selling the motors and the repair for this problem on E-bay.

Yes all windshield wipers have a fuse. There should be a diagram in the fuse box and the users manual.
