The density of the Mountain Dew is increased by the dissolved sugar, which occupies space between the water molecules making it more dense then water. Diet Pepsi has no additional sugar, and is therefore less dense then the water and floats.

Main ingredient difference is Diet Pepsi doesn't contain High Fructose Corn Syrup and regular Pepsi does thus, regular pepsi sinks, and diet pepsi does not sink because of the different densities. Same thing will happen with almost any soda product. Same principle with a boat on salt water compared with fresh water. The boat will sit lower in the fresh water because without the salt it displaces more water than with the boat in salt water.

The regular soda sinks because it requires a large amount of sweetener, which makes the liquid in the can heavier. The Diet Soda floats because the small amount of sweetener isn't enough the make the can, liquid, and air in the can heavier than water.

The only difference between diet soda and regular soda is the sweetener. Diet soda uses calorie-free artificial sweeteners instead of sugar. The sweeteners used in diet soda are usually much sweeter than sugar. For example, Aspartame is 200 times sweeter than sugar. So diet soda doesn't need as much of a sweetener to make it sweet. The regular soda sinks because it requires a large amount of sweetener, which makes the liquid heavier. The diet soda floats because the small amount of sweetener isn't enough the make the can, liquid, and air in the can heavier than water.
