Child soldiers are easily malleable for training purposes. They are given the basics in how to load, aim, and fire a weapon. How to clear blockages. When to keep your head down, etc. Then they are used up as shock troops in battle; like feeding raw meat into a grinder. They are not expected to survive very long, they are merely cannon fodder.
Given the minimal training and low cost of feeding them, they are economical soldiers for the regime.
