Different layers represent clouds made of gases that condense at different temperatures
Techinally the kind of cloud that spreads over the the sky in layers is the cumulonimbus cloud, but the cumulonimbus cloud spreads out in THICK layers over the sky. The question would be if the cumulonimbus cloud really does spread over the sky in layers.

Science fiction author Arthur C. Clarke wrote the story "A Meeting With Medeusa" in which a human explorer parachuted into Jupiter's cloud tops and inflated a hot air balloon - excuse me, a hot-HYDROGEN balloon - in order to observe the cloud layers of Jupiter's atmosphere. In the story, Jupiter was teeming with life, all suspended within the cloud tops. The story is worth reading.
a cloud of plasma?...
Depends on the planet and what you consider colorful. Jupiter has lots of cool colors in its cloud layers, including storms within those layers that are different colors. They are observable even with a small telescope.
