Scrooge initially refuses to give money to those in need because he is miserly and only cares about accumulating wealth. It's not until he undergoes a transformation after being visited by the ghosts that he learns the value of generosity and compassion.
He feels they are lazy and should work for their living, go to prison or the workhouse. His ignorance is h cannot see they have nothing and there is no means to find work that isn't there

Scrooge is depicted as a miserly character because he values money and wealth above all else. He is reluctant to give money to the poor because he believes that they should be self-sufficient and not rely on handouts. On his visit to Scrooge Marley clearly tells Scrooge that his life did not move from the counting house meaning he worked like Scrooge for money at all times and that mankind and its welfare should have been his business

In the book by Charles Dickens, Scrooge did not throw the boy money to buy the Turkey. Scrooge told the boy, "Go and buy it, and tell 'em to bring it here, that I may give them the direction where to take it. Come back with the man, and I'll give you a shilling. Come back with him in less that five minutes, and I'll give you half-a-crown!" When they brought the turkey back to his house, he paid for the turkey and recompensed the boy.
Scrooge is selfish because he always cares about saving money. Through his adventures he learns that life doesn't always have to be about money. He then gives all his money and gifts to the people who deserve and really need it the most.
