Why does Superman wear what should be underwear outside of his tights?

Superman would have worn tight clothes to reduce friction, especially while he would fly through the air. He also had his outfit underneath his casual daywear, so skintight clothes would have fit better rather than trousers and a blue shirt.

This can be known by the absence of reference to underwear under the suit. In the seventy plus years of his existence, in almost every form of media known to man, all aspects of his character have been endlessly and minutely detailed.
In a franchise so popular, that even his "solitary habits" in his teenage years have received serious speculative analysis in actual hardbound books, it is inconceivable that we'd not have been told of his underwear, if he had it.
