More accurately, toxic waste, if not disposed of properly, will get in the ground eventually. Once in the ground, it prevents plants from growing there (possibly ever again), since it's toxic. Then it will reach the groundwater, and poison the water supply.
Toxic waste is often not decaying, meaning no creature wants to eat it, so it stays, and never disappears... Until it's disposed properly, like should have been done in the first place!
