I would have to check and make sure the thermostat was ok. If it is stuck even slightly open the coolant will not heat up enough to provide heat when on the highway. It stops adjusting in what way? Does it stick on cold? Hot? Warm? The adjustment is made using vacuum, and engine vacuum is reduced at highway speeds. I'd suspect a vacuum leak. Also, remember that you have an automatic climate control system. Perhaps once you get going down the road the system notices that the cabin has reached the selected temperature. I just replaced the thermostat in my 1988 5th ave because it was stuck open. It just plain didn't warm up; it didn't matter if I was going down the road or not. Check the vacuum lines.
You can change the CPU temperature in many ways. The easiest way is to just adjust the temperature when you go and choose the temperature setting and adjusting it there.
