The cost to run a portable air conditioning unit depends on a few factors. For example, the quality of the unit, how long the unit runs for and the temperature at which it is set to run.
There are a few instances that will allow ( I am assuming when your saying inside unit you are referring to the the circulation fan for your building ) the inside unit to run. Check the "mode" on your thermostat. Is selected to auto fan? this will allow the the fan to run continuously regardless if the air conditioning is cooling or not . If the thermostat is switched to the heating mode the furnace will be operating and the air conditioning unit will remain inoperative while the furnace mode is selected. Is the inside unit running and no cool air is being produced while the air conditioning mode is selected ? Contact your HVAC&R technician to trouble shoot the unit.

Air conditioning your home can be expensive if you run it all day long. If you have a window unit it will be more expensive than it would be if you have central air running all day.

Anytime the A/C is on the fan should run continuously. If not then the fan is bad, fuse blown, or the relay is bad.
An air conditioning unit that does not blow cold air definately warrants a repair. With central a/c units, they do not run on a battery, but are powered by electricity. Mobile units may need repairs too, and will be cheaper to fix.
To answer this question the voltage and amperage of the unit must be stated. Once this is given the generator size can be calculated.
