Muscle tissue in any animal (including ourselves) consists of about 75% water. Beef is muscle tissue, and the water content is highest in young animals, which are the ones usually used for meat.

It takes a bunch of water to produce meat because the lifetime of the cow is taken into account. Between the time the cow is born to the time it is slaughtered, it drinks a lot of water. This is why there is so much water needed to produce meat.

It's because cows drink water there hole life but potatoes only use water a few months while they grow

All animals (people included) have a lot of water in their bodies. That's how nutrient move around the body and that's what make our skin and flesh soft and pliant.
