Here's the physiology of it, when you eat foods with high salt content you increase the osmolarity of your blood plasma as a result via osmosis your body reabsorbs more water from your kidneys in order to maintain homeostasis (balanced environment) in your body. Drinking hypertonic (salty) water in a survival situation also increases the osmolarity ( concentration) of the blood plasma however in this situation because you don't have adequate intake of water with minimal salts in it osmosis cause water already in your cells to move into blood plasma and this does not help the situation it actually worsens it. To clarify though in a survival situation you would already be dehydrated and as a result be forced to consider drinking sea water.
