Either something is jammed in the blades or it is rusted. On the bottom of the disposal, there is a hex shaped hole in the center that you can use the key that came with the disposal if it is under the sink or a regular hex key. Wiggle it back and forth and sometimes it will dislodge what is stuck in the blade. Another way is to use a wooden broom handle to pry the blades loose. Put the handle into the disposal and against the blade and pry against the lip of the hole. Try in both directions and usually this will free up the blade. If there is something in there, take it out before using the disposal, don't try to grind it up.

No, a garbage disposal is not required when installing a dishwasher.
The disposal has to be in place so that the drain on the dishwasher is connected. If you do not have a disposal or are removing it, there is a extension tube for the drain that has the dishwasher tube in it. The disposal does not have to work for the dishwasher to drain. The water is run through the disposal so that any food particles get ground before going in the drain. After a while, the disposal will begin to smell if it is not run.
To properly connect the hose from the dishwasher to the garbage disposal, you will need to locate the dishwasher drain hose and the inlet port on the garbage disposal. First, make sure the garbage disposal is turned off. Then, connect the hose to the inlet port on the garbage disposal using a hose clamp to secure it in place. Ensure that the connection is tight to prevent leaks. Finally, run a test cycle on the dishwasher to check for any leaks and make sure the connection is secure.
