Twigs burn faster than logs because the heat of the fire can wrap around the twigs quicker. Fires won't be able to penetrate through logs as quick because they are deeper.

Twigs, because twigs have more surface area than a giant log. Like, a log can only burn it's surface which might be like 5 ft squared. The same weight of twigs have a lot more surface area and thus can burn a lot more faster.
