my 2002 was doing it, they told me it was supposed to do that. morons.
All Ford vehicles cannot adjust idle nor timing wich is pre-set at the factory and the computer sets the idle and timing, vehicles after 1990 no longer can be adjusted.

The idle control valve is mounted on the side of the throttle body. Carbon building up in the valve will cause the engine not to run properly.
Sorry - You're going to have to be more specific. W-A-Y too little information to even begin to guess what your problem may be.
At idle should be 13-20 psi With key on engine off should be 23-31 psi
