You may need to get some Freon added into your ac unit. When you stop, your air conditioner never works as well as when you are driving.

most likely your a/c fan is not working. It should come on when you turn a/c on. the reason is that when the fan is not working then there is no air flow to cool and when you get to around 15-20mph it cools again because now it has air flow.
