Depending on the noise, starting noises are usually- the starter, belts, belt tensioner or bearings on accessories like alternator/power steering.
Often what you're describing can be caused by the alternator. After you start the engine, the alternator is working hard to recharge the battery for the NEXT startup. There can also be other causes of noises such as you describe, so don't think that's the only possibility.
Im assuming these turn of after startup. When the alternator isn't running, these lights automatically come on. Your alternator doesn't start running until your car is running, because it is run by a belt from your engine. So, if your lights stay on after startup, either you have a snapped alternator belt or your alternator is buggered. We had our alternator belt snap the other day while we were driving down a hill, it was quite a scary experience as we didn't know what was going on and in automatics the breaks barely work without the alternater running.

A startup boot is when you boot from a startup disc.
A whining noise at startup and during acceleration in your 98 Rodeo could indicate an issue with the power steering pump or the alternator. If the noise persists even when the belt is not the culprit, it could also point to a problem with the transmission or a failing water pump. Additionally, low fluid levels in the power steering or transmission systems might exacerbate the whining sound. It's advisable to have a mechanic inspect the vehicle to pinpoint the exact cause.
