Generally, you are talking about inflammation. This can be caused by an external injurious force (e.g. getting hit in the face), by an infection, or an allergic reaction. More likely than not, if you are unaware of anything happening to your face and it spontaneously starts to swell, chances are your body has come in contact with something you are allergic to (either by touch, inhalation, or ingestion). Simply try to figure out what substance is causing the irritation. If this is the case, you may try taking diphenhydramine (Benadryl) or using topical hydrocortisone cream, as these are both antihistimines, or can try placing a cold cloth over the area for about 15min. The cold will help relieve the inflammation, while the medicine(s) will help stop future histamine reactions. This is not normally an emergency unless you experience moderate/severe difficulty in breathing. Consult your doctor, if curious beyond that.

Certain food or chemical allergies or even animal stings can cause a dog's face and neck to swell up quickly. If the swelling is more gradual it could be due to a disease. A veterinarian will be able to determine the cause as well as what medication should be administered.
