This is what we call "Inertia of Rest"

The upper portion remains at rest though the feet attached to the bus starts moving. So relatively the head has to go back as it lags. So he falls backward. By holding the rod above the head with a grip the passenger pulls his head forward so as to avoid falling back. As the bus moves with uniform motion then whole body will be in motion.

Same way as the driver applies brake and brings the bus to rest, the passenger falls forward. This is due to "intertia of motion"

That when the bus takes a turn, the passengers are in the motion of the straight line and due to inertia the passengers fall in the opposite direction.
