Many boys, when they first start to produce ejaculate, will make it watery. It is thin because it does not have all of the components of adult semen, or if all of the parts are there, they are not all up to full concentration.

If you are talking about men who have already completed puberty, over 21 years old, and are having this problem, it could mean something else. If you are 21 or older and still having this problem, you should make an appointment to see your doctor to get it evaluated and figure out why your semen is not a normal consistence. They will probably want to examine a sample of your semen to see what it contains.
