That is a good moral concern and I agree with you. I would say that the Federal Gov. wants the State Gov. to do things their way and their way is to not put a civilian in a position of executive power and make those "executive" decisions. They are prosecuted by the state because the Fed wants it that way.

Another View: The above answer couldn't be more wrong. The "state" (to include the federal government) prosecutes criminal acts because crime is considered to be an offense against all persons living in it, not just one single person. It is in society's best interest that its citizens be allowed to live life in peace and safety knowing that the whims of one individual do not determine whether or not criminals are allowed to remain at large, dependent solely on whether their victim wishes to prosecute them or not. Additionally, it has NOTHING whatsoever, to do with the federal governments interactions with the states. Our system of criminal justice is descended (believe it or not) from the ancient Roman system and over the centuries has evolved to a point where every civilized country on the globe operates its criminal justice system in the same manner, not just the U.S.

Why are criminals prosecuted by the state through its public officials rather than by the victims themselves?

Well for starters the general public is very ignorant on criminal law. They also don't know rights. Watching YouTube or talking to your friends is not an education. On top of that do you think a victim would be able to be fair and impartial?

Who has the power to prosecute offenders and put them into prison?

The power to prosecute offenders typically lies with the government, specifically through prosecutors or district attorneys at the state level, and U.S. Attorneys at the federal level. These officials are responsible for bringing criminal charges against individuals accused of violating laws. Ultimately, it is the judiciary that has the authority to impose sentences, including imprisonment, following a trial or plea agreement.

What are the four levels and three branches of the US government and how do they effect criminal justice?

Your question is incorrectly stated, there are 4 branches of government - most forget "We the People." Under a sole criminal view, Congress and the Legislature can pass criminal laws; the executive can arrest for their violation and the Judicial branch can prosecute IF "we the people" indict through a grand jury, and then convict through a jury.

Sculptors, painters, and architects were viewed in a good way. During this period, change was going about through Europe. People could now express themselves without the head of royalty or the government officials arresting or even killing people for how they acted or expressed themselves. This was indeed a time for scupltors, painters, and architects to express themselves through their art.
