It is very common for the starter to be the cause of that fuse blowing.
The fuel pump is shorting out and that is why the ecm fuse is blowing .Disconnect the the fuel pump and try it again,if the fuse blow's again then it is not the fuel pump.

The starter has failed.
Short some where.
Short in the wiring or a bad fuel pump.
Short in the wiring or the circuit is overloaded.
A fuse blows if if an item is drawing too many amps or if there is a short in the circuit. DO NOT USE A HIGHER RATED FUSE - YOU CAN START A FIRE !
A failed starter is a likely cause.
Typically the fuel pump fuse only blows when there is a problem with the fuel pump which causes it to use too much current. In almost all situations that is a worn fuel pump with bad internal bearings.
Obviously something's wrong in the circuit.
There is a problem with the radio itself, or there is a short in the wiring, or that circuit is overloaded.
