The 1999 Chrysler Sebring has an overflow bottle on the passenger side. The bottle has markings on the side to show low and high coolant marks.

If you mean the blower only goes in the high mode check the blower resistor located in the plenum under the wiper module.
The most likely problem is the blower resistor located behind the glove box door.
Trouble code P0004 means: Fuel volume regulator control circuit high

If you are talking about the blower motor speed settings, and it only works on the high 4 setting, then the Blower Motor Resistor Pack is bad. Replace it. It is located under the dash on the passenger side.
The blower control module has gone bad. Carquest has a new one for $20-$25 dollars.
You need to check the oil pressure with a mechanical gauge.
It will depend on the dealer. Some will be as low as $40, or as high as $200.
That is usually a failed blower resistor.
The cooling fan relay on the 2004 Chrysler Sebring is in the engine compartment fuse box. There are actually two cooling fan relays in this fuse box. One is a high speed radiator fan relay and the other is a low speed radiator fan relay.
