There is chaos among the boys, and no cooperation. There is not a collective effort to carry out the rescue plan, but only Ralph's tribe actually works to make it happen. However, Jack's tribe is only focusing and interested in hunting wild pigs and possibly even killing the beast( they do not know what the beast actually is). Thus, Jack and his boys let the signal fire die out because they were busy hunting, when Ralph ordered them to tend the fires. This also shows defiance and weakening of Ralph's power, which then leads to Jack hunting down Ralph and Piggy being murdered. Now, the boys' chances of rescue seem impossible.
The only strategy which the boys have for being rescued is to keep a signal fire lit to attract the attention of any passing ships or planes. The hunters have the responsibility of keeping the fire lit. On the one occasion that a ship does pass the fire has been allowed to go out because Jack "needed all of his hunters to form a circle," during a pig hunt.
