Because that's "time-travel velocity". There's no real logical reason why that speed would be necessary for time travel, if that's what you're asking. It's just what the filmmakers made up. They chose 88 mph because they thought it was "easy to remember".

Time travel is not realistic; it cannot happen unless one is going fast enough (e.g. close to light speed) such that significant time dilation occurs.
