I just fixed this on my Pathfinder. It is the voltage regulator on the top of the cluster.
Will turn over but will not start
you can unhook the wires to the sender on top of the tank and with a 12v test light - find the terminal that blinks on and off and ground it -with the key on - and the gauge should go to full if gauge is functioning ----if not it may be a bad gauge
As far as I've played no interior engine indicators fuel gauge, the only car I've seen so far with a working odometer is the Mitsubishi MiEV
I have the same problem, Audi have told me to check sender unit in fuel tank, if this doesn't show up anything then they will put it on their fault reader which could point to to a faulty fuel gauge pod. have you solved your fuel gauge problem yet ?
Yes, there is a fuse for this. It should be labeled INST.

A gauge for measuring fuel in a tank.
It could be a fuse or the fuel sending unit. On that vehicle the fuel sending unit can be accessed by removing the rear seat.
Reset a fuel gauge? There is not reset for a fuel gauge.
The fuel gauge will no longer give an accurate reading.
A blown fuse can cause your fuel gauge and speedometer to stop working. Replace the fuse. The fuse can be found in the fuse box. The location of the fuse will be listed on the inside cover of the fuse box.
