Loose ground?
When a cars headlights, AC, and radio are losing power, it is possible the alternator.
I had the same problem with my Camaro (also a 99). The alternator was beginning to go and it was arcing. I had it tested and the problem was so small the test did not register the problem. As soon as I replaced it though, everything worked fine.
If the interior lights stay on while driving on a 2002 Impala, there could be a problem with the headlight switch. Check the relay center for the headlights that is just behind the headlight switch.
Probably needs a new light switch. If you jiggle the switch do they flicker?

Yea its an electric or body comtrole module .about 400.00to repair at dealer. Will cause lights to flicker off & on and sometimes horn will chirp also while driving

The headlight switch could be the problem
Probably your battery cable or cables are loose on one end or the other.

I would suggest you leave the angles of the headlight assembly alone. This way you dont blind other motorists. If you want more light while your driving may I suggest you buy some driving lights?
