There are several reasons for a car to hesitate. You did not mention if the check engine light is on or not. That would narrow the search. Low fuel pressure, a throttle position sensor out of adjustment, a dirty mass air fflow sensor and a filthy throttle plate are all possible.

is your check engine light on? and what kind of Lincoln is it? its probably becasue your car is NFG or POS
Take the car to an major auto parts store and they will check your check engine codes.
Have vehicle scanned to determine the problem
I would check your alternator*(check the spelling).
If the check engine light is on for a 95 Lincoln town car, check the computer codes. a problem could cause low fuel economy, or cause a part failure over time.
