It is the Throttle Position Sensor. I also have a 2001 Kia Rio and my car has been doing this since last year. Brought it to mechanics in the city and no one could figure it out. A backyard mechanic figured it out for meMy car will idle high upon startup and then stall. It once took me 7 startups before I finally got it going. Also, it will begin to stall once you hit the accelorator just after startup. The idle is so high in my engine that the vibrations are annoying on the arms when car is stopped at lights, etc. It's very embarrassing when other passengers are in car. Neutral makes high idle go away. High idle will also "break" into normal idle occaisonally then go back into high idle when car is stopped. Car will also violently jerk upon hitting accelorator for merging purposes.

to turn on the high idle you must run a wire to the ecm /www.kennedydiesel.com:.webloc if you go to this link it will give you the instructions to do it. I did it on my truck and it works great !!! if you have a car starter with an available output you can connect it through that and run you high idle from that.

could be alot of things from a vacuum leak to a IAC (idle air control) module the type of car is very helpful
