the most likely answer is because your muscles are tense after a work out, therefore they weigh more. so the longer you go with out working out the more weight you lose. if you were to go out after a work out and jog do something that uses your muscles more. then you would lose less weight in 7 hours.

You can strengthen the chest muscles and that will help support the breasts better, but will probably make them a bit bigger in the process. The only way to lose size in the bust is to just lose weight in general, but breast tissue is not fat, so even losing weight might not reduce the size of your breasts.
