sounds like the carburetor is gummed up specifically the high speed jet the low speed lets it idle to a certain point then high speed takes over which is clogged..so take the carburetor off and take apart..take out both jets and clean with carb cleaner or buy new jet kit for 30$$ be sure to ask dealer how many turn out the jet are to be set that is quite important or you could be rebuilding the ATV otherwise
