There are a number of possible causes: 1) a tire/wheel is unbalanced, bent, or out of round. 2) brake drums or rotors may be warped or out of round. 3) the vehicle may need a wheel alignment. 4) one or more steering linkages may be worn out and in need of replacement. 5) one or more ball joints may be worn out and in need of replacement. 6) if your tires are skidding and your vehicle has ABS, the steering wheel and brake pedal may emit a pulsing sensation.
