Back in the old days...but now we dont, we have Matai (cheif) Tulafale (orator) Alii (high cheif)...high cheif is the highest ranking position in samoan goverment...but every village as a high cheif, they are like mayors but have more powers than mayors....a country high cheif is the head of the country....he is the high cheif of all cheif, but shall not abuse power...
