The stepper motor may have failed. It controls the needle movement function. The other option is to find the fuse for the cluster and pull that out. Turn the ignition on then off again. Then replace the fuse. That will recalibrate the cluster if that's what it needs.
This is more than likely caused by the actual fan switch. As I am English, I have no idea what a Chevrolet Trailblazer is, or what it looks like even, but there are things which are common to all or many vehicles.

The Mazda tachometer and the speedometer have separate cables. The tachometer cable probably does not work properly. Change the tachometer cable.
it sure would work.. behind the dashboard are plugs for each function. one for tachometer, one for speedometer, fuel, water temp. ect.. if your new dash doesn't have a tachometer it will not interfere with the speedomet aspect of it. but you will not have a tach obviously. that sucks kid
