The Count does eat in front of others. He ate at the party he threw, remember? The Count does not eat at his enemies house (or he does not "partake food under the roof of M. de Morcerf") because it is a custom of some foreign land not to accept anything when at an enemies house.

The Count of Monte Cristo chooses not to eat in front of others as a way of concealing his identity and maintaining an air of mystery. By avoiding public dining, he can control his interactions and keep his true intentions hidden from those around him.
