If you hold it there long enough the water inside will boil and then it will pop, because the fire will start getting attracted to the heat, so then all the water will get enough of holding on, and then it will pop(the balloon).

Stretch the mouth of the deflated water balloon over a tap or other pressurized water source. Turn on the tap so that water rushes into the balloon. Once filled, twist the balloon at the neck a few times. This way water does not escape when you remove the mouth of the balloon from the tap. Once removed, tie the twisted neck of the balloon in a knot to prevent water from escaping.
