Few people live in the Arctic because the conditions are very harsh and human bodies can't deal with the freezing temperatures. People do go to the Antarctic but they usually don't spend the whole year there. This is because the weather gets unbelievably cold in winter. With the correct technology you can stay in the Arctic for a whole year but people tend to go home in the beginning of winter. Also you need a food supply that will last you the whole winter as planes prefer not to fly then as the days can be dark for a very long time. I hope this has given you the information you needed. :P
