No it isn't you have to buy is seperately from the pc version of the game, but on the x-box edition you dont have to log in, but your x-box internet acces thingy is used

No the two use different software and you will probly have to buy the game for the toshiba or down load the crack version but i dont recomend that because it is illegal to dowmload a "free" version.

As far as i know minecraft isn't legally available on psVita if it was i would have downloaded it.a modded (illegal) psp however has a game called dragoncraft/lamecraft(crappy version of minecraft) it is very limited to just building.I dont recomend wasting time on it.
