"Standard BIOS" uses a ROM (Read-Only Memory) chip. To program the microcode into this type of chip, manufacturers will overload select circuits in the chip, breaking them. Complete circuits will allow electricity to flow, where broken circuits will not. These are interpreted as "1" and "0" respectively, and these make up the code. Now, because these circuits are physically broken, it is impossible to re-program standard ROM chips (unless, of course, you add more at the end, or just break more circuits). To update the BIOS version, it is necessary to replace the entire chip, which will sometimes involve a little bit of soldering work.

Flash BIOS chips do not need to have their circuits broken to operate. The circuits are merely "switched" on or off, creating the same 1's and 0's of "standard BIOS" chips. To re-program this chip, all that is required is to "flash" the chip with a special program that does so, often provided by the manufacturer or the distributor of the part. Due to the relative ease of this process (as compared to "standard BIOS"), it is much more likely that users will update their microcode, oftentimes fixing minor glitches or compatibility issues, allowing for a more streamlined user experience.
