The Earth's tilt changes so the constellations aren't where they were 1000 years ago. Furthermore, the sign Opiuchus is now included in the zodiac.
-------
As ID2907523348 indicates there are two elements that may be involved. One is called precession and means that the positions of the stars, including the zodiac and the star that is at the north pole go through a cycle every 26,000 years. The other is the supposed addition of Ophiuchus, the Snake-Handler, as a "new" sign of the Zodiac.
From the way you phrase it, it seems that you're more likely talking about the second idea.
Ophiuchus is not part of the traditional Zodiac, which has twelve signs (corresponding to the twelve New Moons -- or Full Moons -- in a year). These were marked out and named after the twelve constellations along the line of the apparent path the Sun, Moon and planets (the ecliptic). In one sector of the sky, there are Ophiuchus and Scorpio. Ophiuchus is a fairly faint constellation, while Scorpio is very prominent constellation (in fact, one of the only ones that is even recognizable as what it is said to be). A lot of Scorpio's stars lie well to the south of the ecliptic, but that didn't matter to the astrologers -- they called that sector of the sky after the dominant constellation. And the Moon goes quite a long way north and south of the ecliptic anyway, so the Zodiac is more of a band than a line.
Astronomers are a little more fussy and they have established very fixed, rectilinear boundaries between the constellations, and, according to their reckoning, a segment of the ecliptic line passes through the area they label Ophiuchus. (And very little of the ecliptic line passes through Scorpio.)
However, the band of the ecliptic is a different matter, and anyway the astronomers' boundaries are completely irrelevant to astrologers; on top of which, most western astrologers don't even use a form of the Zodiac that lines up with the constellations.

No. They are always at the set dates, even if the signs themselves change in the times they appear.
Yes they changed the signs due to the movement of the earth's axis.
No, the zodiac dates have changed due to the progression of the equinoxes.
There has been much speculation regarding the news that the Zodiac signs have changed. There will always be several schools of thought on the subject, but thus far, all professional astrologers I have contact with state that they have not changed.

12 Signs of the Zodiac
No. Your Zodiac sign is determined by the time (minute, hour, day, month, year) and the place (latitude & longitude) of your birth. (If you're wondering if your Zodiac sign has now changed - since the rumor in January 2011 that you'd be changing Zodiac signs - see the Related question.)
The zodiac has remained the same. There are 12 signs used in the traditional western zodiac. Due to the precession of the equinoxes, the dates for the zodiac signs have changed slightly in comparison to their traditional tropical dates. Astronomically there are 13 zodiac signs, because the Sun also goes through the constellation of Ophiuchus for a few days between November and December.
