It's more accurate to say that it's neither. AM is short for ante meridiem, which is Latin for before the middle of the day. PM is short for post meridiem, which is Latin for after the middle of the day. Since 1200 noon is the middle of the day, it is neither before the middle of the day nor after the middle of the day.

A millisecond before noon, the clock displays 11:59 AM, and a millisecond after noon, the clock displays 12:00 PM. The time in between, called noon, is such an infinitesimally short period of time that who is to say that the clock was not actually displaying "12:00 NOON" during that particular nanosecond. ;)
