Because when he was writing the music, he sang it with passion. He then asked Tim if he could be the singing voice of Jack because no one would sing it with so much passion like him. So Tim and Chris Sarandon (the voice of Jack) agreed to let him sing in the movie if Danny would speak as Jack and Chris sing as Jack in the video game "The Nightmare Before Christmas: Oogies revenge"
If you want to use your computer to make music, you have a couple choices. You can usually find a cheap microphone to plug into your input jack, and you can record basically anything this way. Or you can use a mixer to bring in multiple input sources, and connect that mixer to your input jack or USB. This is a good set up for a full band, so that each instrument and voice gets their own dedicated channel. If you have a keyboard with MIDI capability, you can plug it in via your USB jack, and use a piece of software to generate the sounds themselves, like Garageband. The sky's the limit - have fun!

Danny Elfman
Yes, Daniel "Danny" Elfmanoriginally started out as the lead singer for a late 80's early 90's rock band called Oingo-Boingo. In The Nightmare Before Christmas Danny provided the singing talent for Jack Skellington, as well as for Oogie-Boogie's henchman, Barrel, and the Clown with the Tearaway Face. Danny also recorded the vocals for all of the Oompa-Loompas in the recent Charlie and the Chocolate Factory directed by Tim Burton So, although Elfman is mostly a composer, he is also a vocalist.
I'm not sure if I completely understand your question, but Jack Nicholson played the Joker in the 1989 movie Batman, directed by Tim Burton with an iconic soundtrack composed by Danny Elfman.
Rothbart's speaking voice was Jack Palance, his singing voice was Lex de Azevedo.
