Before WWII Kaliningrad belonged to Germany (earlier Prussia), but in 1945 Russian leader Joseph Stalin wanted to get "kusok giermanskoj ziemli" ("a piece of German ground") and the city was incorporated to Russia. It is an important port because other Russian ports in Baltic Sea are located far in northeast. It was (and still is) a great base for Russian naval forces. But there is one problem - there is no land connection with other parts of Russia.

Kaliningrad Oblast is an exclave of Russia, between Poland and Lithuania on the Baltic coast in northern Europe. The capital city of the region is called Kaliningrad, having been renamed from the German city of Königsberg in 1946. An exclave is a portion of a country totally surrounded by other countries, geographically disconnected to the home nation. The territory is important to Russia as it is the home of the Russian Navy's Baltic Fleet.
There are a number of major ports that provide access to the Baltic Sea. The only country that is specifically known for having two is Russia which has the port of St. Petersberg in the North (between Finland and Estonia) and Kaliningrad in the South (between Lithuania and Poland) in Kaliningrad Oblast.

In 1945 the northern part of East Prussia was transferred from Germany to the Soviet Union and the southern part to Poland. The German population was expelled from both parts by 1947.
